Growing up with strangers – Does the child protection system protect children from trauma or cause it? Judith Luttrell is an experienced child protection practitioner that has been working in the Department of Health and Human Services child protection system for over 10 years. The child protection system is designed to protect children from physical, emotional and sexual abuse Some of the most vulnerable young people in statutory care are living in residential care. Residential care is living with other young people in a group home with rostered carers. ‘Resi’ is a 5-minute documentary that explores how the state protects the most vulnerable and tries to highlight its possible shortcomings.
