I think the 20’s had some fetish with layers, Metropolis came out 2 years after this (1927) which is set in a futuristic urban dystopia, with high rises and underground dwellings for the lower class. This image is a bit more optimistic but I’m glad this claustrophobic, ant hill-esque living arrangement never took off.
